When should i plant my hummingbird vine?

when your local plant nursery has them for sale, generally that's when planting time is. Around June or July is when they begin to grow here (Zone 7-ish).

Know in advance that the little buggers spread like wildfire too! Make sure you want the vines to overtake everything around where you plant it - 'cause it will! In the winter, you can pull up the old plants and clean up any fence or other item it's grown on. Rest assured the vines will come back the next year in great abundance!
