Can I safely transplant a kiwi vine even though it has already started to bud new growth, or do I need to wait

You should be fine to transplant it. Water it real good, wait one or two days, dig your new hole and transfer it. It would be best if you can do it early in hte morning and not in the heat of the day. Water with Miricle-Gro or whatever and it should be fine. If it is a large vine, you may have to prune it back 20% from the top.

Good luck! Remember, it takes a Male AND a Feamale for Kiwi to produce fruit.
