What is the name of a vine called "deer candy" (in LA, GA)? It has bright green heart-shaped leaves?

There might be more than one answer to this (see link) because the term "deer candy" is used for anything favored by deer as food. Most are not vines but Ivy is and fits your description. One site (see second link) mentions Persimmon fruits -- Persimmons are not vines but at least the fruit might be something closer to what we call candy!

Both sites give lots of information about what deer eat.
